GSIB 2.2 Test Cover

This is a stub for a precis of a test suite defining  the GSIB 2.2 benchmark. Elements of it are already in Bugzilla and it is nothing more than a covering test plan which must be followed up with assignment of the tests to testers and working of the normal development process.
